This handbook is a guide to help district and county boards, and superintendents negotiate the charter petition process. Many of the processes and criteria for the review of charter petitions are delineated in law, but within those rules there is still considerable discretion for local boards to determine whether a proposed charter is likely to be successful. In fact, by requiring petitioners to engage in careful, comprehensive and collaborative planning, the board may increase the likelihood of the school’s success. This handbook also provides information to assist boards in their oversight and renewal responsibilities.
