When collective bargaining goes smoothly, the school district’s governing board and its employees are able to come to agreement about key issues and settle on a contract that meets the needs of the district and employees. When there are major differences of opinion on some of the key issues, however, the result may be a series of dispute resolution procedures and, on rare occasions, a strike. This documents offers guidance to school board members, superintendents and district staff in the planning, implementation and rebuilding phases of a strike. It recognizes that not all strikes are the same and that districts and COEs must be flexible as they tailor strategies to meet their specific needs. This documents is bit just for the districts or COE on the middle of a strike. To get the most from the document, boards, superintendents and the district or COE staff should read it long before a strike is imminent and think about what they might do if they were faced with a strike.
